A. If GOV must have money - they sell these
B. If GOV does not need money but F and F need capital - these warrants can be sold to the public to raise 100B in capital
C. A above is simple dilution - more shares for the same F
D. B above while dilutive - brings us original holders a massively capitalized F - such that if for example shares were sold for $30 each to raise 100 Billion - we would be diluted to about 25% but we would own F with a new infusion of 100B and ready to rock and roll
one or the other - IMO - is likely
