I'm not sure it's legal to only gift the shares to shareholders who request it.

This is along the same lines as Mikey's previous idiotic attempt to limit info dissemination to a select list of shareholders.

After a justified uproar, dimwit Hayes had to rescind that plan, and I'm guessing he'll be forced to change this "gift" plan as well.
