Tough to tell exactly what is going on, but the relationship with Chase Financial has been ongoing (per the issuance tables). Note the issuance of hundreds of thousands of DECN Series E preferred to them, and the subsequent conversions at a rate of 1 E share for 14 common DECN shares.

Clearly though, the complete conversion of the E issuances to Chase alone is more then double the total outstanding DECN share holdings of the officers/directors COMBINED.

I would not be surprised to discover that the hedge funds now control DECN. I predicted exactly this about 18 months ago here.
