Agree with your logic. If I may add my quick thought on it.

Currently Dodd/Frank required most banks to hold capital in excess of Basel standards. This excess for BofA is approximately $25-50b depending on current risk mix. This money is held as tier 1 capital yielding fed funds rate (near zero). If this were to be deployed it might generate an additional $2-5b in NIM annually with little incremental expense.

This is one example of many that would grow their bottom line rapidly. I would also expect overseas expansion as well but for another time.
