HOLD UP Guys.... If I understand what happened is that they only narrowed their initial request after their were some concerns expressed... It's like the beginning of of negotiations, you go big to start with and then try to come to terms as negotiations go on.... I think this is what has happened here.... Goat went in big I initially but now is resubmitting... Not withxrawing
