By that logic a single point of light energizes almost zero square meters of solar collector. Even if it did boost the voltage locally, only a single point's worth is affected. Even in the prototype, or a plastic bag it is clear that many, many hundreds of square meters are needed to produce H2 just like the solar arrays for silicon and cadmium. So, even if it worked (it doesn't) there would be massive areas of magnifying glasses (instead of solar collectors) over hundreds of acres of land to shine light on only a few points! No, it does not work!
