He is simply saying use cautuon. He also says he wouldbt turn back the clock.

I think the Co. Gov. is just covering his butt and saying hey, theres a ton of money here, and its not that bad. But dont blame me if you cant properly pass laws to regulate it and screw it all up for your state.

That is my opinion!
