Very Smart for PBLS, people that ALREADY don't have their certs (most investors keep them in street name), won't be able to meet the 15 August deadine to send them in certified mail ! So, PA will buy the MAJORITY of his 100-200M shares at below 2 cents, not 3 cents. Good for longs and PBLS !
