I wasn't sure either given the March 2016 date (it must have been updated then), but since they are talking about El Nino in December in that article, it's not referring to this winter 16-17, because there is no El Nino. ENSO is slightly in La Nina right now, so talk of El Nino makes no sense this winter.

Also, I confirmed on The Weather Network website that their Winter 16-17 hasn't been release yet (see Winter 2016/2017 preview in the link below).

If we see signs of this happening as we finalize our winter forecast for release on November 21, 2016, we will need to expand the area of below normal temperatures.
