Spoke to vanguard rep and all he said was that the SEC has informed them not to accept buy orders in this position. They said you can sell but not buy. I then asked why other brokers were allowing trades if it's an SEC thing and his response was they're not supposed to??
If you want to trade risky positions Vanguard is not the place to do so. They also don't allow any purchase orders under a penny.
I have a scottrade account and my Tweed order went in without any issues.
