The weather network link that you posted and cited says in the first paragraph that it is the 2015-2016 winter forecast. Their mention of El Niño in December is another indication that this is last year's winter forecast.

They will release their 2016-2017 winter forecast November 20th per their fall 2016 forecast that has a 2016-2017 winter forecast preview. They are saying pattern this winter will be similar to the 2 cold winters they preceded last winter. Sounds right to me. They did nail last winter's forecast very well, so they have some credibility.
