Naked shorts in some cases NEVER cover...
I have seen it many times, the shorting is done offshore to avoid
the SEC rule enforcement ...when the SEC files an action they just close their corporation and move to a new one same biz new day.

There are no rules protecting the small investor that are seriously
in-forced on the big shorters
