I'm beginning to believe more and more that the final ROD is going to be delayed until after the election.
If it's a 'go' before the election, Nolan loses the greeny's votes.
If it's a 'no' before the election, Nolan loses the blue collar votes.

Either way he loses votes, but if there's a delay, it works in his favor.
