Actually FINRA/SEC can suspend any stock at any time

Not quite. FINRA has no authority to suspend a stock, only the SEC can. However, FINRA can investigate the trades, and then toss it over the wall to the SEC. FINRA can impose trading halts by halting quotations by their members.

Let's just say DDCC has issues both the SEC, and FINRA should be interested in.
