Yes CA's testing laws don't come into effect until 2018, but that's not even something to point out. You are thinking present and not future. It's a CEO's job to map out guidance for a company's future(new business ventures, expansion, acquisitions etc). California needs to be moved on NOW. Not in 2018. It will only cost much more to break into that market in the future.

I keep saying future. Because this is a company that will pay off in the future. If you're looking for a quick trade like alot of shells that are blowing up today, then this isn't it.
