It could be possible that ZONX platform and biz and all goals that were supposed to be met aren't even close to completed so, they bought themselves a huge chunk of time by releasing the 14c stating by March. Having a March deadline allows Zonx aka ZcamZia to not have to report anything to commons until then imo....

My thoughts are it all depends on the health of zonx at that point in whether there going to follow through with the RS....
