Anyone can do a one-off sanctioned flight over a pre-approved area.
What anyone won't be able do is jump on an air scooter in their backyard and go Jetsoning around the neighborhood.
FAA rules limits drones to 55 lbs, so these manned transports would never be approved. Besides, they're LOUD.
No one wants a 200+ lb. object including a human crashing through their roof.
Hell, even dudes cruising on balloon-powered lawn chairs need FAA approval.
