Even though this place has been turned into a condo complex L3 still has secret facilities deep underground making those amazing Franky videos. They have the ability to actually model everything you see in 3D animation to the point where you can actually see the jet wash on the water perfectly linked to the jets themselves. Amazing. Of courser Franky had to actually build and fly the Air Hover so L3 could film the secret event to model it. But only the very first flight is real.
