You are pretty much right on. I don't think they have actually achieved 1.7V yet with the cheap stuff. But more importantly, even if they have done it, are near doing it or whatever, the important question is how much H2 can be produced for the lifetime of wherever the particles are in their development. If that is not profitable - DING! If it is slightly profitable, does it even come close to all the other energy sources in value. If not - DING! And lastly, if it is a good as (or better than) the Harvard, Cal Tech, Cal Berkley, Chicago, etc. particle, is it anywhere near a price point that enough people give a damn to need it. There is no demand and the opposing infrastructure is Trillions!

They can make H2 bubbles and that is great. But how to fix a bloated fossil fuel economy is like trying to fix diabetes.
