Because almost all of those 4.1 million shares were purchased at higher prices, some over $1. At 4 cents, most shareholders figure they'll wait it out as losing 95% or 100% isn't much of a difference.
Now the toxics, once they start seeing an real bids, may jump at any moment. Their gain is about 1,000% on a 4 cent trade.
Any idea why the company didn't update OTCMarkets.com with the new (or at least, no longer old) transfer agent, or the Ruth Group no longer representing them when they updated the O/S and float?
