There is always the presumption that CEPSA wants more of the block. In fact, most explorers prefer to drill more wells with less spent on each well. Even the Majors want to bring in partners to spread the risk and to drill more wells with the knowledge that more wells increase the chance of a discovery somewhere.

I could see CEPSA taking ERHCs share and farming it out to someone else. It appears that under the JOA, they could do that because ERHC can't pay. Why wouldn't they?
