The PR stated that the new project would begin after St. Elena was in full production. They hope that the permits will be in hand by that time, but they are NOT going to spread their resources out until after they have positive cash flow. If the permits - which are a relatively minor expense - come in tomorrow, they'll still wait.

I read that as a sign of smart management.
