Yes. But that's a different situation. Often those are companies that were never SEC registrants to begin with.
We don't know what FINRA will do if TRON submits a corporate action request. They don't always check on the circumstances surrounding the filing of Forms 15. And neither does the SEC. But technically, TRON did not qualify to file that Form 15 unless it came current with its periodic reports.
Which it did not do.
