I think a lot of that has to do with the outlet they're using to do press releases. The info isn't spreading very far outside of the current shareholder base. Take a look at this Google news search to see what I'm talking about.

1 outlet reporting yesterday's news, that's pathetic in this day and age. Without new blood here the PPS probably won't go too much higher until we get solid numbers from production or the company starts using more/different news outlets.
