It says "without just compensation" which is a completely different standard than adequate compensation.

Adequate compensation is fulfilled by a peppercorn (meaning ANY compensation with quantifiable value or legal detriment)

Just compensation means fair market value.

Oh...and also..it definitely says "without due process".
