They would show up as fails to deliver when those counterfeit shares didn't clear for the "investor" that bought those shares. There have never been any fails to deliver for TECO stock. With a claim of over 300 million one would think there would be many complaints from those that got stick with shares that didn't clear and would be untradeable. What makes sense is the NSS thing is all more Treaty Bullshit.
