It wouldn't explain Fowler leaving "cause he'll have nothing to do". Otherwise, his replacement has nothing to do, Paige has nothing to do, all of them have nothing to do.

Think through how him leaving would negatively effect negotiations (if they were occurring which I don't think they are).

Fowler was the main reason many investors had "any" faith left in Titan at all. Let's be honest with ourselves. Him leaving was a death knell IMHO.
