I fully get your point, but what else is going to pay for Intel's coming fabs? Where does that money come from? Even in the foundry business, they would have to be much more agile than they are today. Why can Apple and Samsung do what Intel can't, despite the fact that they are (economically) much bigger than Intel?

I think this is much more a corporate culture thing than a matter of sheer size. Intel needs to come off its cloud of domination and react faster and more accurate to the market's reality. Other giants can, why can't Intel? They have all the manpower and skills that are needed to do this. It is simply a matter of will and good organisation. Both seem to be lacking at Intel these days (which wasn't the case in the past).
