Why wouldn't someone not buy today at $1.17 and tomorrow pay $15?
That is a EASY answer and those asking it know the answer.
I bought a House I was good for the money, but until the paper work was done the bank wouldn't put a dime in it. After I did the paper work they Put up alot of money. The same thing here, we are investing in the promise, the new money will be investing in the 1.6 billion asset and plan.
