AS decreased from 750M to 750K (which is 1/1000 -- same ratio as R/S ratio), so maybe this R/S isn't bad, I guess.

Normally, other OTC companies they did a R/S for OS, but never reduce A/S like this one.

Maybe they do R/S to get partner(s), just like they stated in the 8K today.
