We have, 97 tons of Scandium per year to be produced, and this 2013 article says 15 million per ton was paid for scandium in 2013.
I don't think the price will drop that much because there will still be more demand than product.

Assuming Niobium can carry the debt/costs.
This equals free and clear 1,455,000,000 / year in SC alone.
