Bill withdrew the first Form 10, probably because the SEC told him it was inadequate. He then filed a second Form 10. Although the SEC didn't like that one either, as their final letter on the subject shows, Bill didn't withdraw it.

Since Forms 10 become effective automatically, it became effective 60 days after it was filed.

But the stock can't trade without a ticker and Rule 15c2-11 compliance. The latter means it must find a sponsoring market maker, who'll file a Form 211 with FINRA. The 211 would then have to be approved by FINRA.

I don't think there's any chance at all that that will happen.
