MM playing games with the bid / ask?

I always thought the bid listed was the highest any buyer was willing to pay, and the ask was the lowest any seller would take?

I've had a bid at .0357 all day.

why was the bid ever listed below that ?
why was the stock sold for less than that?

Does this work different in OTC or something, or is there manipulation going on?
