In my opinion this appears to be the possible get around the Cuba claims against the US issue. I see it was we have the "claims settlement" talks. Where the US says you owe 9 billion. Cuba says you owe 300 billion. I still don't see any way the administration could get the embargo lifted without Cuba paying something and for the most part the US paying nothing regarding these claims.
However, these other talks could be the here is what the US will do if the embargo is lifted. There could be all kinds of favorable negotiations going on with trade and investment. Energy since Cuba is worried about their energy. And banking regulations that could also deal with favorable funding for all kinds of economic development. Will it be enough to get Cuba to drop or drastically reduce their claims in the settlement talks?
Also good to here there were two other meetings this last weekend which makes 3 in the last week. At least it appears that things are progressing.
