Yes, historically +IR has been a signal of an improving economy and thus investors feel less need to hedge by investing in precious metals. These days though the Fed has pumped so much money into the economy through QE that it must continually threaten rate hikes just to maintain the PERCEPTION of stability. Gotta keep people from panicking, right? The gold and silver cartels will hold the prices low for as long as they can, but the dam will break.
