Anyone with Google can download the app (which is code for any human with a computer/smart phone and the Internet, which happens to include UBA customers as they meet this stringent criteria)... Any UBA customer can get it, all 7 million of them. UBA has just not begin their promotional campaign, yet! I imagine when a billion dollar company puts out a new product, their support and publicity follows shortly. UBA knows exactly what they are doing and why they put their product up. They obviously waited and planned for this moment. It's a simple process. Upload apps on all formats (android, iOS), promote said apps to massive internal 7 million customer/user base and public.
