Actually, what she said made sense. She was accustomed to headers on classified documents: "Confidential", "Classified", "Top Secret".

What would a "c" next to a single paragraph indicate? I'd have been puzzled too. And there's something you may have missed in your eagerness to continue the witch hunt: When she needed to deal with confidential material, she used her official "classified" account. I suspect way too many people don't realize that.
