The 32 core Zen SoC is made up of four discrete 8 core dies stitched together in an MCM (ironic given that AMD beat Intel over the head for not having a "true" quad core back with the Core 2 Quad vs Barcelona), so that's going to hurt multi-core scaling. Even on the Zeppelin die (8 core chip), the CPUs are in clusters of four units, each sharing an L3$. I would imagine that this setup leads to some overhead in workloads that can use all the cores, as well.

Anyway, I don't think Geekbench 4 isn't that sensitive to L3$ speed/size, though I will do some testing later today on my various Intel CPUs (I currently have access to a Broadwell-E and a Skylake-S) to measure the impact of disabling the L3$.
