I agree with everything you said except the dilution.
The do not need to prove they can produce before a contract.
Look at what the competition did. They have a vat of goo and no facility but they have a contract.
I think we could easily have a contract except that kim wont agree until he knows he has a place to produce.

Proof of ability has already been made.
They know they are capable of producing tons. They need the space to do it.

That space WILL NOT be in the USA.
silk would cost 100 times what it is currently priced at to make it in the USA.

So they know they need to be overseas.
They also know getting a foot in the door is not an easy accomplishment.
Kim is smart to not sign a contract without a location.
Imagine where we would be now if Kim had signed a production contract when we first talked to VN about it.
We would be at .0001 and in court over a breech of contract suit.

The advantage of goo producers is they only need money. Their vats can be anywhere. So they can get financing and build a facility.
We need another country to cooperate before we get a facility.

When we have the ability to produce Kim will sign a contract.

And that contract will produce the ability to raise capital without the dilution that some insist is happening.

IMO the day we get the official OK from a government Kim will have a line of silk farmers offering their services and facilities.

I know if i was a silk farmer i would be first in line to get the chance to be the farm with the superior silk.
