No penny stocks do a buyback. EVER! They wait until the time is right before everything is gonna go gangbusters and they do an R/S or they do the R/S when everything is going wrong. It is simplier and easier and reduces the O/S without money.

Luckily here the R/S will be to eliminate a gigantic amount of outstanding shares. Could be worse. Loser companies do R/S's to prolong the life of their shell companies.
