Short trolls? Just responded to your question, in no way am I a short troll. The 40 Mil would be newly issued to cover all outstanding debt, he never mentioned reducing AS. He was simply saying all he would need to do if we hit a penny is to raise OS by only 40 million. Big difference between the two.
