Supposedly it's already at the production stage, so it's not like he needs assistance from a bio-tech firm anymore. All he needs is production and distribution, and it was announced he'd already found a production facility and manufacturing had begun.

Of course MDIN announced over 3 years ago that production had begun for distribution overseas, but that was a lie and never happened.
