There really wasn't any mine for TCK to take back.
You start with TCK holding property with a played out mine last operated in 1966. A subsidiary of TCK acquired the property around 1987-1988. TCK being TCK probably was more interested in finding nickle, and copper. Unclear what they did on the property in the intervening years. Something for someone to Goog. One can bet they had their team of geologists explore the property, and find nothing of economic value, or to develop. Such secrets aren't secret. TCK unable to sell the property at a price to recoup the exploration costs. So they carry it on their books, while paying taxes on it. Along comes our hero Duncan-Jeffy to the rescue...
Duncan-Jeffy needs a scam angle. TCK wants to unload the property for $1.5M. Duncan-Jeffy offers to pay it in installments, with no intention of paying it. Duncan-Jeffy puts together an "Exploration Plan" PR for the SHs. Pays a has been retired geologist $45K to use his name in that PR, and future ones. All TCK cares about is receiving their $1.5M in the time allotted. When TCK doesn't receive the money per the agreement, the agreement is cancelled.
Technically TCK never took back their closed mine, and property from Duncan-Jeffy. As he never met the requirements for obtaining, and owning it. All TCK did was declare the agreement null&void. Telling the Duncan-Jeffy gang to take a hike.
