First, it isn't necessary to change themes to eliminate translucent panels.
It can be done within Windows (while retaining the Aero theme) by first selecting Personalize then looking down at the bottom where there is a selection called Window Color. Selecting that will take you to the next window where there is a checkbox where transparency can be turned off (as well as make a few other choices).
Secondly, without even doing that, I'm pretty sure that most (if not all) major programming languages allow designing windows or panels that aren't global to everything on the computer. I think it's a personal decision of the designer whether or not he stays with the global Windows theme.
