ITD either already has staff on deck, or they will be hiring more individuals. There is no reason to think otherwise when they have a perfect record of follow through and execution. Not to mention, that's how the job market works. You simply hire more people, when you need more people. It's not rocket science. You only need skilled labor for the building of parts and the design, and that can be done by the engineers and skilled laborers they already have. The manufacturing can be compartmentalized and done by general laborers for the most part. Plus ITD has a close public relationship with a lot of vocational schools, I'm pretty sure they get skilled construction employees whenever they feel like it.

Nobody has the justification to question ITD and their practices. They've been successful in this business for almost 20 years. They are established, and professional, along with a veteran track record in their sector.
