I'm thinking this may be what happened...

Samples actually were sent to the lab but due to past failures, a PR was never issued because:

a) Dr. Seymour wanted to maintain plausible deniability
b) in case the results were embarrassing/ineffective

Perhaps b) occurred and Dr. Seymour is frantically trying to come up with the language to sugarcoat the whole disaster.
