Don't imagine it's very hard for a group to share log ins and passwords so one of their members is always working a board or watching it. Can't say for sure. Some of the promo groups who run pump and dumps enlist other ihub members to help and pay anywhere from $25 and up, based upon how many days the promo is to run. Some have disclaimers saying they are paid to post, but many don't. Sometimes free shares are involved.
It is getting harder and harder to find legit penny stocks anymore. The majority are scams in one stage or another, in my opinion. Some just peddle BS better than others.
