I don't know if it would apply or not, but, if true, IMO, Scottrade's charges are usurious.
As we've seen from the DECN 2Q reports, only users with brokers that haven't been able to contact them, with less than 25 shares, are affected.
I suspect many of them are not only under water, but also under dirt.
