Sorry to say that some shares ARE NEW per the wording in the prospectus

"35,766,669 shares are issuable upon the exercise of certain outstanding warrants"

The rest are shares that were issued but being sold to the general market. While not "new" they will be adding to the float rather than hanging in the background.
