No... the term "sub penny" means exactly what it sounds like: anything below one penny.

That does not mean that Adrian was trying to suggest that DNAX will get up to $0.0099/share. That means that Adrian is suggesting that if he manages to do something useful with the company, it will likely still be trading between $0.0001 and $0.0099, but there will be plenty of volume on every trading day to allow the PPS to move around, and to allow any shareholder on any particular trading day to be able to sell all of their shares the same day.
